Should 18-20 Year Olds Be Allowed to Operate CMVs for Interstate Commerce?

The Federal Motor Carrier Safety Administration (FMCSA), part of the DoT, is seeking comments related to two pilot programs:

  1. Allow 18- to 20-year-olds with military training to operate CMVs in interstate commerce — already underway
  2. Allow 18- to 20-year-olds without military training to operate CMVs in interstate commerce

Comments are due by July 15, 2019. Comments can be submitted online: https://www.federalregister.gov/documents/2019/05/15/2019-09944/commercial-drivers-licenses-pilot-program-to-allow-drivers-under-21-to-operate-commercial-motor 

Specifically, FMCSA requests comments on the training, qualifications, driving limitations, and vehicle safety systems that FMCSA should consider in developing options or approaches for a pilot program for younger drivers.
